Explanation:

If part of it is unintelligable I would say the person is saying "fuck Carlos and his games." It is hard to know without more context because of the way this is written. Are you sure it doesn't say "chingado está Carlos y sus juegos?"

I think someone possibly left out the "en":
"En chinga" can mean 'extra fast', 'intense', etc.
...at least in Mexico.
