Where private individuals come together to cooperate and work collectively to bring about public goods, civil society can be said to exist. Such communities can be described as civic communities, and they tend to be characterized by active participation in public affairs, vigorous associational life, horizontal relations of reciprocity and cooperation, and mutual trust (Putnam 1993). Civil society is thus considered an integral component of a flourishing democratic polity and market economy because the institutional resources it provides facilitates civic engagement among citizens who join together to articulate their wants and place policy demands on governing institutions.
