Spanish term or phrase: conjuntos ajenos

I'm worried that I haven't translated this phrase correctly (from what I understand "ambas modalidades" actually each contain overlapping types of migrants--but this says just the opposite, doesn't it?).

Conviene hacer notar que ambas modalidades migratorias se constituyen por conjuntos ajenos, pues unas personas son los migrantes de retorno y otros individuos son los emigrantes permanentes del lustro...

Would "both modalities ... consist of distinct sets [of migrants]" work? Any other ideas?

Explanation:
(one group of permanent immigrants and one group of non permanent immigrants) that is how I interpret it.
