Spanish term or phrase: Actitudes alicortas
`Alicorto' apparently means "Que tiene las alas cortas o cortadas" so here I am looking for an adjective to describe a negative attitude. Could it be 'shortsighted attitudes' or something like that??

.....los problemas del crecimiento insostenible, a la necesidad de una nueva gobernabilidad para los sistemas políticos y estructuras socioeconómicas y a las esperanzas y amenazas que concitaban entonces los avances científico-técnicos.

Temas todos que han ido ganando en intensidad, complejidad y dificultad para ser resueltos con maneras del pasado o con **actitudes alicortas** y poco generosas.

stunted attitudes
