"Las Consultas constituyeron un ejercicio riguroso y metódico que dieron como resultado la identificación: 1) de problemas relevantes por territorio y actor social, sentidos por quienes podían decir *“dónde tallaba más el zapato”*, y 2) de propuestas de quienes, por su propia experiencia y conocimiento vernáculo, podían señalar con propiedad “qué había que hacer para que tallara menos”.
I'm not familiar with the expression, and would only be guessing from the context. No real success in finding it over the Internet. Clearly, the first expression in speech marks would also need to tie in with the second part of the paragraph, where it repeats the verb "tallar" (tallara menos).
