Según las reglas básicas del Banco de España las personas inmigrantes que no sean de la Unión Europea y tampoco tengan tarjeta de residencia pueden abrir cuentas bancarias “de no residentes” aportando un documento de identificación válido en su país de origen o el pasaporte (con la foto del titular) y una *certificación negativa de residencia* expedida por el Ministerio del Interior con una antelación máxima de dos meses.
