Would "acción social" be "social action"?

Is an "actor social" the same as a "social worker"?

What about "actoría"? Any ideas?

"social actor" is a very broad term covering any agency, institution, etc. public or private that gets involved in social action.

"constitución de actores sociales" in your context means involving public and private bodies, agencies and organizations in social action, although I think it would be best translated literally.
