Explanation: Hallo algo sutil el texto fuente y el problema de traducción que plantea, por demás interesante. Propongo esta versión un poco más libre, debido a que 'departmental' en ingl. suena a división administrativa (oficina, digamos) dentro de una organización - es decir, un término burocrático. Propongo ingl. 'local' por esp. 'municipal' por ser un poco más cómoda la palabra y transmitir el sentido general, que entiendo ser el de las escalas geográficas de los varios 'niveles'. Ahora bien: estos términos se usan de diferentes modos, necesitaríamos saber de qué país viene el texto fuente. En la Argentina, por ejemplo, un 'departamento' políticamente hablando, es una subdivisión de una provincia. Entonces si el texto fuese de la Argentina, la traducción podría ser 'at the county and municipal level' en singular, ya que los dos están esencialmente en el mismo nivel, i.e. sub-provincial. En la mayoría de los otros países de habla hispana (Uruguay, Guatemala, Bolivia por nombrar sólo tres ejemplos), 'departamento' es la unidad sub-nacional, equivalente a estado o provincia en otros países; ésa es la interpretación que subyace mi propuesta. ¡Perdón por lo alargada de esta explicación... espero que de algo sirva, y suerte! Perdón de nuevo, debo agregar: si la traducción está destinada a un público muy conocedor de la realidad de un país en particular, digamos por ejemplo Bolivia, entonces podría ser más apropiada la traducción más directa, más o menos como sugieren eski y Martina: 'at the departmental and municipal levels'.
