The sentence is "Revistas vivas en papel por usuario". The context is a library inventory program (Spain). I saw that it is a term frequently used in the library field but I would like to know its meaning and if there is an equivalent in English. Thanks!

It just occurred to me that another commonly used term (perhaps the most commonly used term in the U.S.) is active (magazine/journal/periodical) subscriptions. Periodicals would include newspapers as well.
