To effectively facilitate and make (los medios logisticos)possible

Explanation:
It's my impression that they refer to facilitating and making possible in a "coordinated way", i.e. effectively. In English it's best to say making something possible, as opposed to making possible something, so I'd insert the medios logisticos necessarios (the logistic means necessary?) in between make and possible.
