Spanish term or phrase: declaración de nulidad de los actos
I'm not sure of the best way to express this in this particular context (NOT in reference to marriage).

The part that comes before this mentions offences such as sexual harassment, and harassment on the grounds of sex.

Explanation:
It is a bit confusing but in the UN texts below, "nulidad de los actos (discriminatorios) is rendered as "outlawing acts (of discrimination), which would make more sense in your proposal.

"outlaw" in the sense of "prohibir/declarar ilegal"...


"[...] 2006 el poder ejecutivo dispuso la reglamentación de la citada ley pero, se advierte, el artículo 1, de **nulidad de los actos discriminatorios**, no fue reglamentado."

"By decree of 6 March 2006, the executive branch adopted implementing regulations for the Act but did not regulate article 1 **outlawing acts of discrimination**."

Explanation:
This is how I would translate it if it made sense in the context, but it doesn't - UNLESS there is a requirement to go to arbitration or some other procedure first, and by taking legal action before going through the proper steps, one loses one's rights to redress.

This is a wild guess.
