The problem with this patronage system is that governors pass over more qualified people in order to appoint big donors to top state positions. Big donors also have vast economic interests that foster ethical conflicts when they hold public offices.

agree  Patricia Rosas: I have used clientelism many times and have also seen it in print in many places. In Latin America, the connotation is not as negative as is implied by "cronyism" (which is frequently outlawed in the US).
