Its some sort of pin that allows "snap rings" (mosquetones) to be clipped to them

agree  Carlos Segura: Bolts, this is definitely the term used in the UK, and not to be confused with pegs ("pitones" in Spanish). By the way, for "mosquetones" I would suggest the term karabiners.
