I don't think it means a catalogue, which is a descriptive listing; it means the maps themselves. But although the precise context is not clear from the question, I'd be inclined to call it "map resources" here. The "fondo cartográfico" for surveying purposes is not so much a collection as a series of resources to be used to carry out a project:
"Identify map resources needed such as engineering surveys, USGS 7.5 minute quadrangle, soils, and road maps as well as aerial photography."
