I agree with ybroad. You could also translate it as "on stream", or "on line". I believe the term "hot tap" would be inaccurate. A "hot tap" is a method of making a new connection to a line while it is in operation. "On line" leak repairs are accomplished by enclosing the leaking part or section in a tightly fitting container and then injecting the container with a rapidly hardening sealant, or by wrapping the part in fiberglass tape and then applying catalyst and epoxy. This last method only works well for low-pressure, low-temperature leaks. The link below may be helpful.
