Hola!

Here's the context:

Diferencias en la identificación y codificación de las especies.

En España el mercado de primera venta de los productos frescos del mar esta muy fraccionado, y existe una gran cantidad de lonjas de pescado repartidas entre varias comunidades autónomas que cuentan con competencias propias sobre la materia y con idiomas distintos.(Galicia, País Vasco, Asturias, Cataluña, Mallorca, Valencia, Andalucía, etc.).
Hasta el momento no ha habido ninguna norma que unifique la forma de identificar el pescado, la situación actual es que cada lonja tiene unas denominaciones idiomáticas y unas codificaciones informáticas distintas de las otras lonjas para las mismas especies.

Does it mean they rely on their own resources? Can anyone help me translate the phrase? Thanks soooo much.

The way I see it, is each community has their own powers in relation to this, which means that you end up with a hotchpotch of laws and regulations instead of a single standard.

Another way of putting it. It's not so literal but avoids having to choose between the more formal alternatives, which anyway might be just a tad above the formality intennded in the Spanish text.
