I guess this is a misspelling and should read cloruro in which case:

vinyl polychloride sheath.

PVC case

I agree with the PVC suggestions
As for the vaina, it could be case, sheath, wallet, pouch and others depending on the context
For a driving licence, I think we'd say a PVC wallet, but for an A4 document my mail-order catalogue shows a picture of a "pocket"
