How about" equipment" or just "hardware"? If a long-distance carrier is suing a local telephone service provider because of a network connection, the lack of technical conversion probably refers to the physical telecomm gear, and could be described in English as an equipment conversion failure, or the absence of (or failure to implement) hardware conversion. -- Hope this helps, HC
