Spanish term or phrase: protectores
This is from a text on tire manufacturing from Venezuela. It's from a point-form table, so I don't have any more context to offer.

Thanks for confirming that the term exists in English just as in Spanish. I should learn to go to google first. It may well be a breaker band, but I couldn't find firm confirmation on this term. "Protectors" keeps it suitably general, just like the original. Thanks to both answerers.

Without more info it's hard to be sure, but if you are talking about tyre construction, the capas protectores are breaker bands.
