These days, the difference in intensity between high beams and low beams is rather less than in the past, as manufacturers are paying more attention to the direction and orientation of the light, especially with the advent of super-bright sealed-beam halogen-lamp technology. The path of high-beam light is more nearly parallel to the road surface or longitudinal axis of the vehicle, while the path of low-beam light is directed slightly downward and to the curb side of the road (that is, away from oncoming traffic).
