JoseAlejandro: I think the other options that you discuss would be better...more natural-sounding in English. For instance, "secretariat" sounds archaic and way too literal. And, I think it's only to be used for international entities.

-> JA: There r many ways to express this. Dir. General too is formal, but in many cases, it is what is used. Secretariat is not strictly confined to int. org. and in Spain, where it is quite formal, it is quite common. Secretariat is used by non-gov. org.
