Charge on a medical receipt, related to telephone use probably. It's only 4 pesos, maybe a local call?

Rates (in) Thousands
Explanation:
Just a sugestion due to lack of context:

If this is a head of a column of prices where they are saving all the ceros so it would not be 4 pesos but 4,000 (four thousand pesos).

No there is no place called Thousands in Mexico. I'd stick to the option that it refers to Thaousands of Pesos (Mexican currency). If this is a budget 4 thousand pesos is something coherent. Hope it helps

Thanks for your help. I can't really use your answer, it doesn't fit the context, but you helped eliminate another possibility (place name).

Notes to answerer
Asker: It's an item in the column, not the head. Clearly says 4.00 pesos, and it is in the sub-section for telephone and switchboard, but there are no other details. Is Millares a place name, maybe? If it is rate in thousands, then thousands of what?

agree  Ruth Malek: that's probably it. (How did you get your name, aberron? I know an Abaron -- never mind.)
