I can't place this part. All I can come up with is tab or lapel, but I know it's not that.

"Fallo Solapa - Sin tapa

Re Reed's qustion below: You are moving the goal-posts :) Maybe your source text uses both terms, for variety; or maybe the phone has both a keyboard and a keypad. Why not give us proper context - like the manufacturer and model number?

In the light of Goodwords discovery (see ask the asker box), it seems likely that the document is using teclado and soplado to distinguish two separate sets of buttons: the 'teclado' is presumably the buttons used to dial a number, whilst the 'soplado' buttons drive the menu.

If your document confirms that, I suggest you use 'keypad' for the keys that dial numbers (not 'keyboard', which sounds like a computer keyboard - something huge by comparison), and 'menu button panel' (or just 'menu buttons') for 'soplado'.
