Just following my instinct, as I know it as "disfraz" in Spain.
I've added "ridiculous costumes" because that is what I really understand from the original term, but it may depend on the rest of the context whether the costumes, fancy dresses are ridiculous or not.
I don't think "fancy dress" would fit the context.
In any case I hope it helps.

Explanation:
In Mexico, anyway, it's one of those complete suits like a bear costume that people wear outside stores handing out leaflets. If you do a search for botarga in Google images, you'll see what I mean.
