I've seen this done to show the color or the pattern of tights, especially as the pattern can't be seen when the tights are all scrunched up. However, I would check with the client because the possibilities are endless.

Jenni, I think it is definitely made of cardboard, since it refers to a single pair of tights. (the line is under every different model).

Pablo, es que sería caballete si se expusiera en la tienda, pero en este caso creo que se refiere a la presentación de cada par de medias (los calcentines vienen con una faja de papel/cartón alrededor). Tiene gracia, porque también en español se dice lo de "tener buena percha".

I think that asking the client is the way to go here. One very long shot would be that it refers to the type of packaging that includes a paper/cardboard cut-out of a foot/leg that a part of the hosiery is stretched over.

Sólo quise aportar ese detalle. Difiero a un colega sobre el uso específico que figura en el catálogo.... Curiosamente, una manera que existe, o existía (pues creo que la expresión ya se oye menos) de decir que alguién es elegante en el vestir, la ropa le luce y/o gusta mucho de la buena ropa, es decir 'he's a clotheshorse'. P.ej.: "He's a real clotheshorse; he own a lot of different shoes (football shoes, basketball shoes, skater shoes, dress shoes, sandals, etc), ..."
