I've always understood this as waistline, however

From a presentation from high-end fashion house, describing the cuts that most suit various female figures (in this case, the classic "hourglass" figure)


Los vestidos de corte imperio con la línea del talle bajo el pecho harán que visualmente las piernas parezcan más largas, disimulan las caderas y en general, estilizan toda la figura.


So "Imperial cut dresses where the waistline is below the bust..."

That can't be right, the waistlines is below the bust by definition

Just an observation: rather than "imperial cut", I believe "empire line" is more common.

There are some photos here showing empire-line, A-line, dresses etc.
