It would seem that your first case refers more to \"uso libre\", though it still has different flags to grade the safety for swimming.
Perhaps for the first you can say \"Safe beaches\" or just leave the same for both. You can see that a \"playa de uso libre\" is still rated according to risk, whereby a playa de uso libre de riesgo bajo doesn\'t have to meet a set of requirements which riesgo alto or medio would have to comply with.
