Explanation: Hi Jason,
Not sure this is a very technical term, considering it's in a tourist guide.
On the island, wind blowing from the east (or SE in this case) would reach the western coastline blowing over land. That's all I think this means to say.
I found references to "overland wind", but not that many to be able to say the term is correct.
