Spanish term or phrase: reducto urbano
Referring to a resort town in the Dominican Republic:
"Es ... el reducto urbano donde reside la mayor cantidad de emigrantes extranjeros, lo que implica hablar de una comunidad económicamente activa y de trabajo... ."

My dictionaries show "redoubt" and "stronghold." Both have military implications and neither makes much sense to me in the context. Ideas? The town is Juan Dolio, if that helps anyone familiar with the area.

I have a diccionary from Guatemala that gives "local pequeño" as one of the definitions for "reducto". You probably want to avoid too literal of a translation in this case. maybe even something like "part of town"

I think this might be the best translation, the definition of enclave fits very well with what is being described in your text.

Explanation:
Why not simply "urban area" or "neighbourhood"? I think that this is what the text is about, a neighbourhood where immigrants chose to live.
