A tourism authority in a report says that a trade fair in Madrid had fewer attendees than last year and gives the reason:

"Según la organización, esta disminución estaba motivada por la gran cantidad de obras que hay en Madrid."

Do they mean that there were alternative "obras" such as plays, shows, etc. that it was competing with, or that the people didn't want to bother getting through all the construction zones?

This is another option. I was thinking of municipal or state-sanctioned works that would cause more transit problems than just raising a new building.
