Se comienza a bailar (el tango) en tugurios y lupanares.

The document is a history of the tango. I am unsure of the right terms. For example there is a significant difference between hut and the more pejorative dive/hovel (tugurio). Maybe that is right in this context!

What is appropriate in the context?
