Explanation: Before reading the context and the other responses, I was thinking along the lines of Greetings from Mexico, Mexico welcomes you, or hello from Mexico, but I don't think any are quite right in this context. I think they'd be better suited for a tourism brochure.
I considered Mexico says hi, but I don't like it in any context.
Without a lot of context, I get the impression that this is a restaruant not located in Mexico inviting you to eat at their Mexican Restaurant that is so authentic that you'll feel like you're vacationing in Mexico. So, instead of Mexico saying hi to you, I like the idea of you saying hello to Mexico at the restaurant and enjoying Mexican culture and cuisine, if only for an evening.
