•Según las previsiones, el pavellón de la Ciudad Deportiva de Blanes será una realidad.

El pavellón con un presupuesto de 23 millones de euros tendrá 4 plantas, una de las cuales será un aparcamiento con capacidad pra 359 coches.

"Pabellon". Not sure about this - "Ciudad Deportiva" I thought referred to a large sports centre. How would "pabellon de la Ciudad Deportiva" be best dealt with here?

It's actually a virtual tour of the entire complex, including the pavillion.

They refer to the entire complex in a coule of different ways, so it would seem you have some latitude in which actual term to use.

Explanation:
I´d leave Ciudad Deportiva in Spanish, upper case, and for "pabellón" you could use either "pavilion" or something vague like what I am proposing, if you are not sure the word "pavilion" would be quite accurate in English.
