La carretera Palma-Algaida fue durante mucho tiempo la línea de ubicación de muchos restaurantes. Hoy en día esta carretera ha sido modificada y, por tanto, muchos de los restaurantes que antes se encontraban en el costado *han pasado a un segundo término*

Does this simply mean that they have relocated?

are not as accessible as before


Explanation:
It means that they were right on the side of the road, easy to reach, and now, they must be farther from the new road, perhaps in what is sometimes called an access road or a gateway, which runs parallel to the main road or highway. This means you can't just stop by the restaurants like you used to before, you must exit the highway or road in order to reach the restaurants.

Explanation:
ie, you now have to leave the main road to get to them.
It's the Palma-Algaida road that has been 'modificada', not the restaurants, which have stayed put. Moving the road, has left the restaurants high and dry...
