Draft:
The "fuero" (charter) of Cuenca, a summary of the Law from that time and a code of ancient legal practices and customs, was the model used for some of the lands that were subsequently recaptured in the south..,

making it a bench mark for its time
Explanation:
Another option. The def. of bench mark is "a point of reference from which measurements of any sort may be made" so I think it captures the "referente" part best.

agree  Carol Gullidge: this is how I interpret it! (benchmark 1 wd?)

-> i thought it was one word, too, but Merriam-Webster's defines "benchmark" as "to test (as a computer system) by a benchmark problem in order to measure performance" (I've been spelling it wrong, all along!) ;-)

agree  Margarita M. Martínez: Yes, I agree with Carol as well. Isn't it one word? :)

-> I went back and read the definition in Merriam-Webster's Online--and you're both right! (SORRY CAROL) At least, I haven't been misspelling it all these years!!

which made it a (legal) benchmark of the time

Explanation:
I understand ´referente´here as a ´legal benchmarck´to be imitated by other legal instances in other places.
