I assume the reference is to Swapo (Namibia), MPLA (Angola), Frelimo (Mozambique) and so forth.

My own rendering would be:

In October 1978, Tanzania was invaded by Ugandan troops, clearly an effort by the dictator Idi Amin to consolidate his domestic position and simultaneously to undermine Tanzania’s solidarity with liberation movements in southern Africa.

In both English and Spanish, the word ‘active’ is wholly redundant.
