The answer I've given tries to include both these possible meanings; in other words, the residents will be people who appreciate beautiful views from their homes and fine natural surroundings, and in return, they are willing to invest in homes that respect this natural setting.

tourists may come to Spain for varying lengths of time - I got the impression that this development is intended for people who intend to stay a long time, but I think my answer could also apply for two-week holidaymakers, in which case they would be ones who appreciate nature.

Hi! Maybe the expression refers to the golf courses, in which case you could put:

"... in a setting of high scenic and environmental value".
