I have found your document on the Internet (I attach the link) and have found other mentions of "capítulo" in it which support your suggestion of "department" in the general or figurative sense, i.e.
"En el capítulo de postres, Málaga ofrece frutas de renombre ..."
Which could be translated as "In the fruit department, Malaga offers renowned fruits"; and
"En cuanto al capítulo de golf, el Pro-Am Costa del Golf-Turismo alcanzará su décima edición ..."
where "capítulo" can similarly be translated as department.
In both the above contexts "capítulo" has nothing to do with a section of the website, as you can see. |
