I think the issue here is how strong you want the verb to be. I find "vex" to be a bit strong, and also literary.

guests find it irritating/annoying (or a nuisance, etc) to be charged (extra) for some services

The grammatical transposition here seems more convenient than the rather awkward construction "by the fact that..."

The word 'extra' is of course optional, but this is the implication. I.e., the rest is included in the price that they will have already paid
