I presume they´re referring to the city´s growth but I can´t exactly use 'in full growth' here. Can anybody recommend something appropriate here?

I have always used a present continuous for this one. Don't know if that's the best option for you, but I have certainly found it works for me and have often seen people I proof doing the same. :)
