Explanation: I've had a look at some pics of this church and, as I suspected, we are not talking about one bell per belltower/frame/section - I can make out spaces for at least three per tower. http://images.google.es/images?hl=es&q=iglesia carmen cadiz&... (the Espadaña del Carmen in Avila which I pass regularly has room for a large number of bells - hence my suspicions!).
Belfry is a term used for cuerpo de campana on occasions, but to my mind a belfry is more of an enclosed/square structure. Cuerpo de campana is more the space in which the bell hangs and the frame around it. Hence the ever useful term "set"! I've given you frames as well if you want to be more literal.
