Spanish term or phrase: desenclave
Muchos países, generalmente pequeños, tienen redes domésticas de mero desenclave local.

The text is a study on air connectivity.

Here desenclave refers to the fact that there are domestic networks of airports to connect isolated areas.
I have found the term decentralisation, which might fit, but I'm not entirely satisfied with it.

2 slightly different possibilities. It seems that a local feeder route is a branch off the main branch route, according to this:

'"Local feeder route" means an air route branching laterally from an intermediate point along an interstate route, which branch route is confined to points within the state of Vermont'

on the same principle as railway "branch lines", ie, local lines that link places that are a bit out on a limb, but not terribly far away (comparatively speaking)

Please note the low CR, but it might help nevertheless!
