My main problem is how to translate 'POR' here. I just have this heading (Incentives) and then the other heading under it.

I think you should just forget the "por". I would guess the heading is one of several that all name reason or "incentives".

I don't think you need to translate 'por' here; one of the verbs would do fine, but is not essential.
