There have been requests for more context, which I appreciate, since I usually lead the charge for the need for context. Unfortunately, in the case of this wretched text, the blurb I posted is truly the text almost in it's entirety, apart from instructions on which highways to take to the beach in question.
It is the same lack of context which made me post the question in the first place :), so unfortunately I am hoist by my own petard here.

Based on your comments, plus the context you have given, it might then be a "selective pickup sight" if you think this makes sense.

The only other thing I can really add (b/c the text is cryptic at best) is that there is a previous mention of "papeleras de recogida selectiva", so maybe some sort of recycling site? I am seriously stumped on this.
Explanation: It actually seems to me that it means a place where people can be picked up, does that make sense within the context?

Asker: This is what I thought at first, but see my note above to Mike- the fact that they talk about the "papeleras de recogida selectiva" earlier in the text makes me second guess this.
