I looked at various tourist websites for Valparaiso and this is how they describe the two systems.

Explanation:
7,340 Google Advanced Search hits for ‘tourist taxis’. Many are also translations (obviously?) but far from all.
As a Brit speaker I would prefer 'standard' to the US term 'regular' or 'basic.'
