Explanation: Researched this soon after you posted it but was too sleepy to make a sensible suggestion, and forgot to do so the next day. Here's one, for what it's worth.
Haven't been able to find anything definite, but apparently the meaning is something like 'bad country', and it seems to be connected with (black) lava (as in an area called Pozo Negro). I suspect it's some type of volcanic rock formation.
Explanation: It seems "malpey" means volcanic area.
El Malpais means the badlands but this volcanic area holds many surprises. Lava flows, cinder cones, pressure ridges and complex lava tubes dominate the landscape. http://www.nps.gov/elma/index.htm
It is named El Malpais (Spanish for badlands) due to the extremely rough, rugged lava flow that covers much of the park.

Explanation: this is perhaps the most descriptive for a tourist publication. I think it refers to the fact that the Malpaís has no soil therefore it is bare of plants.

I need to correct "it is bare of plants" because as you can see from the photos some drought-resistant plants have colonized parts of the area, even though it's bare rock.
