En definitiva, estos fenómenos de extensión urbana han alterado la relación de Sevilla con el territorio que la rodeaba; de hecho, incluso el puerto moderno se ha ido desplazando hacia el Sur, aguas abajo del Guadalquivir.

I imagine that "heredada" means that it has been conserved from the old city, I mean, that they have maybe constructed the new city onto the old structure.

the original radial plan/ planning


Explanation:
It seems the original city was built based on a radial plan, then it grew as the text says to the North and to the East. Laura´s answer is correct and Rosa´s explanation is accurate, this is just another option.

Explanation:
"la estructura radial heredada" refers to the "antiguas murallas" mentioned later on in the text. The walls have been standing for a long time and so subsequent residents of the city have metaphorically "inherited" them.

I would bring reference to the ancient walls forward to give a translation like:

It is easy to see how the modern city has spread towards the North and East of the old walls which originally surrounded it, and in doing so, has completely transformed and outgrown its ancient boundaries/enclosure.
