I agree that "estructura radial" refers to the layout of streets and roads in the city. "Heredada" is simply referring to the original street plan of the city, which has been "inherited" by present planners.
actually, on second thoughts, this might not refer to the Giralda tower at all (although this is indeed the place that the view is seen from) but to the layout of the city, including the ring roads. This might perhaps explain "radial", although I still don't see how "heredada" would fit in...

the original radial plan/ planning
Explanation: It seems the original city was built based on a radial plan, then it grew as the text says to the North and to the East. Laura´s answer is correct and Rosa´s explanation is accurate, this is just another option.

Another urban or city planning is the "grid". New York and London are examples according the link above.

I would bring reference to the ancient walls forward to give a translation like:
