I provisionally have Ministry of State for the first, but no idea for Secretaría del Despacho, and would be most grateful for any help - many thanks!

Explanation:
I have found references in Wiki to a"Secretaría del Estado del Despacho Universal de Indias"that is also confirmed by other sources: "With the ascension of a new dynasty at the start of the eighteenth century, a series of administrative changes, known as the Bourbon reforms, were introduced. In 1714 Philip V created the a Secretariat of the Navy and the Indies (Secretaría de Marina e Indias) with a single Minister of the Indies, which superseded the administrative functions of the Council, although the Council continued to function in a secondary role until the nineteenth century. Fifty years later Charles III set up a separate Secretary of State for the Indies (Secretarío del Estado del Despacho Universal de Indias). During the Peninsular War, the Cádiz Cortes abolished the Council, but it was restored upon Ferdinand VII's restoration. The Council was finally abolished in 1834, a year after Ferdinand VII's death and after the loss of most of Spain's American empire." (WIKI) I found this title translated as "Secretariat of the State and Universal Dispatch of the Indies" in an academic site: "The Archive of the Indies in Seville, Spain, contains a series of documents ..... be addressed to "the Secretariat of the State and Universal Dispatch of the Indies,..." muse.jhu.edu/journals/eighteenth-century.../40.2devos.html I think the correct title depends on the period of your text. For that reason I included the contextual information above. I hope this helps!

Asker: many thanks Constantinos, but I think what I'm looking for is not so much a person (Secretary of State) or a place of work "office" as an institution/body (Ministry or Secretariat...). Does this make sense?

agree  philgoddard: Good answer. Your Wikipedia quote translates the secretary's job simply as "secretary of state for the Indies", so how about "state secretariat for the Indies"?

  -> Thanks Phil. I'd go with the academic translation from JHU, but it might be worth tracking other variations in other sources. The "universal dispatch (in older documents I also saw "despatch") sounds pretty wierd to modern ears, I must admit.

agree  Richard Boulter: I'm with Phil & Jenni. Since the context is so old and there seems to have been little consensus in translating the titles, I'd say that you have considerable license for your own translation. Thanks for the great information, All. :)
