I am very confused by this. Note that Marchas is plural and turistico is not and then culturales is. Hmmmmmm.

What I mean by this is that this is used in the same way that you would say "problemas político-sociales" to mean problems within the domains of politics and society (or political sociology), with only the first adjective agreeing. This applies to all "dual" adjectives: think also "hispano-suizos" and many more.
