Puede ser simplemente against the safety berm?

Explanation:
I originally agreed with the previous suggestion of "against," but since the original text says "sobre" it makes me think that maybe the car is actually on top of the guard rail.
So is it "against the guard rail" or "on top of the guard rail?"
